State AgencyThe name associated with state government entities including state agencies and certain departments, offices, boards, commissions, divisions and councils. State AuthorityThe name associated with public authorities or public benefit corporations created by New York State law, other than an interstate or international authority, with at least one member appointed by the governor or who serves as a member by virtue of holding a civil office of the State.
